The Caregiver Support Program (CSP) is a rapidly expanding program. The mission of the Caregiver Support Program is to promote the health and well-being of family Caregivers who care for our nation's Veterans, through education, resources, support, and services. Under the VA MISSION Act, VA is significantly expanding services and supports provided to family Caregivers of Veterans of all eras. The incumbent possesses thorough knowledge of the Caregiver Support Program criteria, clinical documentation requirements, current standards of care, and compliance guidelines. In addition, the incumbent is accountable for utilizing critical thinking skills and sound judgment to ensure fair and positive outcomes within the applications/eligibility team. He/she also promotes effective communication, mutual respect, and interprofessional collaboration. The Clinical Assessment Physician Assistant for the Caregiver Support Program will, Have the ability to expand clinical knowledge in the profession, administer a facility program, provide consultation, and guidance to colleagues, role model effective provider practice skills, teach, or provide orientation to less experienced providers, and develop innovations in practice interventions. Will be assigned to the Caregiver Support Program Application Team. Application Team assesses a Veteran's functional needs, including the need for personal care services using standardized assessment tools or other means necessary to assist in initial eligibility determinations which will assist the Centralized Eligibility and Appeal Teams (CEAT) in determining eligibility for the Program of Comprehensive Assistance for Family Caregivers (PCAFC). Will assess for Activities of daily Living (ADL) needs and supervision and protection concerns which may impact the need for personal care services, while working closely with the Caregiver Support Program Coordinator(s), Clinical Assessment Team members, and/or designee(s), to complete Veteran functional assessments and re-assessments. Will use highly developed professional, clinical, and advanced practice skills that are routinely used to assess Veterans with complex problems, histories of non-compliance with treatment, and inability or unwillingness to participate in treatment. Will, while conducting clinical reviews, work closely with Primary Care Providers gaining clinical input necessary for the initial review to obtain objective data to support program decisions that are in the best interest of the Veteran. May participate in face-to-face or virtual contact with the Caregiver and Veteran to assess function and the need for personal care services, and as needed, the development and application of directed clinical treatment interventions. Will conducts Veteran, Caregiver, and family clinical interventions to facilitate the identification of Caregiver stress, medical concerns, psychiatric illness, emotional distress, and social needs as treatment issues. Utilizes professional judgment, including the knowledge of normal and abnormal behavior, is an inherent competency applied in daily interactions with Caregivers and the Veterans they care for. United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. The candidate must meet the following:
(1) Graduate of a PA training program, or of a surgical assistant program which is accredited by the Accreditation Review Commission on Education for the Physician Assistant (ARC-PA) or one of its predecessor organizations; and (2) A Bachelor's degree from an accredited PA training program or in another health sciences related field from an accredited college or university recognized by the U.S. Department of Education. Certification (1) Current and continuous certification by the National Commission on Certification of Physician Assistants (NCCPA) is required for employment in VHA.(2) Recent PA graduates who are eligible to take the Physician Assistant National Certifying Examination (PANCE) may be employed by VA on a temporary basis (38 U.S.C. 7405), for a period not to exceed two years, as provided in VA Handbook 5005, Part II, Chapter 3, Section G, Paragraph 5.(3) If a PA's NCCPA certification is suspended, revoked or expires, the PA must be removed from the occupation which may result in termination of employment. English Language Proficiency. PAs appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d). Grade Requirements:
In addition to the basic requirements stated in paragraph 2 above, the following qualifications criteria must be met in determining the appropriate grade for appointment or promotion eligibility. Requirements for appointment or promotion to a specific grade are based on the candidate's ability to demonstrate the elements described. a. Full Grade. In addition to meeting the basic requirements in paragraph 2, individuals appointed to this grade must meet all the following requirements:
(1) Experience / Education. None beyond the basic requirements in paragraph 2 of this standard. (2) Clinical Competencies Clinical Proficiency Professional Development Ethics. Interpersonal Skills. Research b. Intermediate Grade. In addition to meeting the basic requirements under paragraph 2 above, candidates must meet all requirements described in this standard for Full Grade through VA employment or non-VA PA positions with equivalent scope and complexity. Individuals appointed or advanced to Intermediate Grade will have demonstrated the ability to analyze and solve more complex medical problems and meet the following requirements:
(1) Experience / Education 1 year of professional practice as a PA; or Successful completion of a PA post-graduate residency program accredited by ARC-PA or by the U.S. Armed Forces; or A Master's degree from a PA training program certified by ARC-PA or in another health-related field from an accredited college or university recognized by the U.S. Department of Education. (2) Clinical Competencies Clinical Proficiency Professional Development Ethics Interpersonal Skills. Research c. Senior Grade. In addition to meeting the basic requirements under paragraph 2 above, candidates must meet all requirements described in this standard for Intermediate Grade through VA employment or non-VA PA positions with equivalent scope and complexity. Individuals appointed or advanced to Senior Grade will have demonstrated the behaviors or responsibilities listed in one or more of the following categories:
Clinical Proficiency, Education, Professional Development, Management/Administrative, and Research, as applicable to the assignment (1) Experience / Education 3 years of professional practice as a PA; or 2 years of professional practice as a PA and successful completion of a PA post-graduate residency program accredited by ARC-PA or by the U.S. Armed Forces; or 2 years of professional practice as a PA and a Master's degree from a PA training program certified by ARC-PA or in another health-related field from an accredited college or university recognized by the U.S. Department of Education; or (d) A Doctoral degree in a health-related field from an accredited college or university recognized by the U. S. Department of Education. (2) Management/Administrative. One of the following responsibilities must be demonstrated:
Evaluates service level patient care delivery systems and validates or identifies barriers to safe, effective care. Presents findings and recommendations to appropriate management officials and participates in implementation of changes. Manages patient quality management data bases such as the National Surgical Quality Improvement Program (NSQIP) if assigned. Serves on service or facility committees/task forces if applicable to the assignment. Coordinates consult referrals within the service assigned. Coordinates and facilitates inter-service agreements. Possession of a current, valid, unrestricted drivers' license (position may require travel up to 50% of the time) Experience with assessment and evaluation of diverse populations Experience working within community setting and with rural populations who may have limited access to resources Experience coordinating and facilitating group programming Experience working within an interdisciplinary Team Experience working in remote setting and utilizing video technology The full performance level of this vacancy is VN-03. The actual grade at which an applicant may be selected for this vacancy is in the range of VN-01 to VN-03. Physical Requirements:
