The PRC assists the Risk Manager, who is a consultant to the ELT and ECHCS employees on risk management related issues.The PRC organizes, coordinates, and facilitates the Peer Review Committee on behalf of the Chief of Staff (COS). The PRC provides comprehensive reporting and analysis of all programmatic outcomes and makes recommendations to top management, particularly the COS. The incumbent must be an effective communicator and collaborate with non-Department of Veterans Affairs (VA) facilities as well as VA health care professionals and administrators. The incumbent must be knowledgeable of current VA guidelines, policies, federal regulations, and laws. The incumbent must possess effective public speaking skills and the ability to communicate effectively, both orally and in writing, with a wide variety of individuals and organizations. The PRC provides cross-functional coverage for the Risk Manager. The PRC must be capable of demonstrating expertise in the role of the administrator and program manager, and be comfortable in the role of educator, and direct service provider. These responsibilities will be dictated by the needs of the program and may change at the program progresses. Serve as Administrator for the Peer Review Committee, including screening of clinical occurrences, initiation of peer reviews, tracking the peer review process, ensuring the Peer Review Committee meets monthly, and the reporting quarterly to the Healthcare Delivery Council (HDC). Track, monitor, and report systems issues identified in the peer review process to the HDC, ELT, and Peer Review Committee Collaborate with Office of Chief Counsel, Department of Justice, and other legal counsel in the review of legal issues, and development of case portfolios. The PRC may facilitate a quarterly briefing by Office of Chief Counsel to executive leadership team (ELT) related to current claims and other issues which might have an adverse effect on ECHCS. The PRC will assist in the review the data and complete an annual evaluation of organizational tort claims to identify trends. Participate as an advisor and/or team leader in the root cause analysis (RCA) process as needed. Receive information and consider Risk Assessment of information brought to the attention of the ELT and/or other Services as applicable. Serve as Administrator/Advisor to Administrative Investigations and ensure procedures are in compliance with VHA Directives. Ensure appropriate reports are filed to the National Practitioner Data Bank, Medical Boards, and State Licensing Boards in accordance with VHA Directives and VHA Handbooks. Ensure appropriate reports are maintained in a confidential manner; more specifically, information which resulted from an ECHCS Quality Management program or activities, which are confidential and privileged under provisions of 38 U.S.C. 5705 and it's implementing regulations. Coordinate requests for expert opinions/medical advisory opinions from the Board of Veterans' Appeals and the Office of Medical-Legal Affairs. Coordinate the written notification to licensed practitioner when a claim of medical malpractice is filed with respect to care provided by the practitioner. Coordinate and track the Office of Medical-Legal Affairs (OMLA) case review process for all paid malpractice claims. Respond appropriately to inquiries through the Office of the Inspector General, including Hotline requests and site visits. Review all inpatient deaths and report an analysis of the mortality assessment to the ELT and HOC on a quarterly basis. Coordinate with Surgery Service (deaths within 30 days of a surgical procedure) and Mental Health Service (deaths result of suicide, or possible suicide) on reviews of deaths in the out-patient setting. Serve as Facilitator, in collaboration with the Chief of Staff, for Institutional and Large-Scale Disclosures of Adverse Events. In matters related to risk to the healthcare system, the PRC serves in an advisory capacity to various committees. Monitors program compliance with VHA policy/Directive, The Joint Commission (TJC) standards, and other regulatory agency requirements. Work Schedule:

The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Experience:
Quality program management, CPRS expertise, advanced clinical knowledge, working with multidisciplinary teams, public speaking, at least 5 years acute care RN experience. Grade Determinations:

Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
