Chief Engineer

Job Scope
The Chief Engineer is responsible for the supervision of engineering property operations at one or more buildings and coordinates direct and controls the activities of employees engaged in carpentry, plumbing, mechanical, electrical, HVAC and/or specialized maintenance and repairs. Assigns tasks to workers, and inspects completed work for conformance to standards. Responsible for employee selection, training, scheduling, and discipline according to company policy. May requisition or purchase supplies and equipment. Responsible for safety regulations, walk-throughs pertaining to facilities, audits, budgets, deadlines, appraisals, vacation schedules, computer generated reports. The Chief Engineer is expected to be actively involved in working with tools, making repairs in order to maintain operations and provide a safe and stable operation while optimizing the engineering efforts.

Job Duties
Assist in the development of operating budgets and financial resources necessary to accommodate current and future maintenance and repair projects by analyzing market trends, financial reports, employee staffing levels, and organizational growth and work within approved budget guidelines.
Employee Management:
Provides day-to-day supervision of engineering staff's daily activities.
Manages engineering staff resources to include:
hiring recommendations, training and development, and conducting and /or monitoring performance and evaluation process.
Motivate the Engineering staff and manage their performance in accordance with company policies, values, and business practices.
Coordinate technical training seminars for employees and monitor training program completion rates.
Ensure that minimum training requirements are met for all Engineers.
Building Maintenance:
Primary site contact for all equipment operations and maintenance matters. Responsible for ensuring that systems are operated in the most efficient and effective manner. Works towards a reduction in work orders.
Assist in development and implementation of operating and extraordinary expense budgets as required.
Customer Service:
Ensures safety and comfort of tenants on a daily basis. Actively use established tenant request database to reduce tenant work orders and to eliminate recurring problems.
Corporate/Regional Initiatives:
Assist managers in implementation of corporate and/or regional initiatives. Provide management and leadership for continuous improvement efforts, develop best practice initiatives for sharing locally and nationally.
Maximize Building Technology:
Use building systems to maximize the available technology, systems, and programs to efficiently and effectively run buildings.
Preventative Maintenance (PM):
Support managers to ensure PM is being scheduled and performed in a planned and effective manner.
Use established preventative maintenance program to maximize the effectiveness of engineering staff.
Collaborate with managers and other staff to ensure that resource sharing is maximized across all properties.
Identify resources and keep informed of local, state, and municipal building requirements.
Perform duties including, but not limited to, regular community maintenance, grounds, preventative maintenance, on call, turn services, and service requests.
Vendor Management:
Assist and support managers to ensure compliance with regionally directed procurement programs. Approve purchases within established budget guidelines and process PO's and invoices. Oversee outside contractors and base building service contractors to ensure building systems are properly maintained and utilized.
Maintains life safety, environmental and emergency procedures and programs per local codes.
Ensures property is in compliance with local, federal, and state building, safety and environmental policies, including OSHA policies and regulations and asbestos operations and maintenance programs.
Ensure annual safety or environmental training or certification is obtained for employees or vendors, as applicable.
Monitor and execute Shea's quality standards and provide oversight of safety awareness, safety compliance, and safety reports including Safety Inspections.
Construction/Large Repair Projects:
Support managers by assisting with plan reviews, providing input to ensure specified scope of work is in the long term best interest of the property and site inspections to ensure quality and adherence to contract requirements.
Energy Conservation Program:
Use systemic measures to promote energy awareness and conservation at managed properties.
Champion consolidated energy conservation programs to achieve maximum results from tenants and staff.
Perform other duties as assigned or as necessary to support supervised employees and the properties.
Technical/Professional Knowledge (Knowledge/Skills, Education, and Experience)

years of facilities operational experience required.
5
years supervisory experience as senior engineer or equivalent position in facilities operation.
Industry certification/training required such as:
technical school certificate emphasizing HVAC, electrical, plumbing, life safety and building control systems accepted.
Highest-level relevant state/local license for stationary engineer and/or HVAC plus universal level refrigerant recovery license required.
BOMA accredited courses desirable.
Strong oral and written communication skills.
Computer skills and building automation systems experience required.
Certification meeting OSHA ACM awareness training requirements as required.
Working knowledge of energy conservation required, formal training preferred.
Proven communication skills both written and verbal. Must be able to speak effectively before groups or associates of the organization.
Demonstrated ability to communicate effectively with vendors, contractors, Company managers, and employees.
Ability to read, analyze and interpret construction drawings, contracts and financial reports.
Ability to respond to common or technical inquiries or complaints from subordinates, regulatory agencies, or members of the business community.
Demonstrated ability to proactively prioritize needs and effectively manage resources.
Demonstrated ability to monitor training programs and identify and provide one-on-one training as needed.
Ability to exercise initiative, problem solving and decision making skills.
Ability to manage multiple projects, set priorities, exercise sound judgment and clearly communicate findings and advice.
Comfortable with technology, skilled in the use of the internet, spreadsheets, budgeting software, automated purchasing programs and other automated systems.
Knowledge of First Aid and Safety procedures.
Understanding of elevator maintenance, fire sprinkler/alarm systems and mid-rise buildings preferred.

The Chief Engineer may work at multiple properties and interfaces with external/internal customers and vendors on a regular basis. The position work schedule (days/hours) varies depending on the properties. Hours are usually scheduled from 8 a.m. 5 p.m. and are typically scheduled to work weekend days (Sat/Sun) as necessary to support on-call schedules and the needs of the properties.
Physical Requirements
The Chief Engineer's physical condition must be sufficient for the consistent and successful completion of the specific responsibilities defined for this position and for his/her performance to be in complete conformance with all professional standards defined for this position. While performing the duties of this job, the employee is frequently required to stand, walk, sit, use hands, reach with hands and arms, stoop, kneel, crouch, or crawl, talk, and hear. May be required to lift and/or move up to 50 pounds and operate power tools. Must be able to occasionally drive during the course of work and travel to other locations as needed.
