Summary:
The Procurement Analyst will provide support to the Department of Energy, Office of Energy Efficiency & Renewable Energy (DOE/EERE). This individual is expected to accomplish tasks associated with procurement policy and compliance in the areas of acquisition, financial assistance, and procurement systems support.
Essential Duties and

Assists with the development, implementation, and oversight of Procurement policy and procedures.
Procurement systems support includes planning, deployment, training, and maintenance of procurement and business systems, including providing expert advice to users and data quality analysis.

Minimum
Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
Minimum of a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization
Minimum of five (5) years direct Federal procurement experience in GS-1102 (or similar) capacity.
Knowledge, Skills and Abilities:
Requires extensive working knowledge of all phases of acquisition management; extensive working knowledge of federal contracting principles (Federal Acquisition Regulation (FAR), Federal acquisition directives and instructions, laws, regulations and procedures
Knowledge of, and experience working in, procurement systems such as PRISM, STRIPES, FPDS-NG, and CPARS.
Experience required analyzing written materials, attention to detail, interaction and coordination with other personnel on policy or process matters, application of procedures, implementation of processes and instructions, research, documentation and/ or the formation of recommendations.
Experience training procurement principles or systems to groups of thirty (30) or less at a time.
Must be proficient in MS Office Suites 2010 or better.
