Department Administration Office Job Summary The Director of Government Relations aligns the priorities of DHHA with current or new policy initiatives at the local, state and federal level.
Under the supervision of the Chief Government and Community Affairs Officer, the Director acts as a liaison to the State Legislature and Congressional Legislature.
Enhances dialogue, information and communication, including apprising the entities of events actions and activities of the Denver Health.
Serves to relay information to these entities and bring information back to Denver Health representatives.
Develops a strong and effective relationship with the communities and constituencies served by Denver Health.
Communicates, influences and tracks legislative and regulatory policies that affect Denver Health in line with the institution's mission and goals.
Works closely with the CEO, the Chief Government and Community Affairs Officer, and executive leaders on all policy issues that may impact the Authority.
Engages closely with leadership staff in developing, tracking and implementing the annual government affairs agenda.
Staffs the Government Affairs Committee to discuss and monitor government issues.
Provides policy and political analyses and recommendations on proposed state and federal legislation as well as policy initiative and state regulatory rules changes.
Coordinates and assists in planning strategic alliances with association level partners and community organizations on a national and state level.
Essential Functions:
Health Policy Strategy and Planning Monitor movement on health policy as identified by the institution via stakeholder meetings, legislative hearings, regulator meetings and other pertinent events at the state level.
Evaluates the relevance and importance of legislative bills and policy changes, by collaborating with appropriate Authority subject matter experts to determine the financial and programmatic impact to the institution.
Establish and maintain the legislative tracking document for the Government Affairs Committee.
(25%) Health Policy Analysis and Coordination Leads coordination of health policy activities in the Authority.
Tracks and analyzes legislative and regulatory policies that affect Denver Health and the patients served.
Advise and provide guidance on regulatory interpretation and provide clarity on the underlying rationale, intent, and motive on new and emerging issues.
Collaborates with state legislators and state personnel on an on-going basis in order to facilitate issues on behalf on the institution.
Health policy analysis, working with internal personnel, state and national membership organizations and other lobbying organizations and federal, state and local officials.
(25%) Advocates for policies that will increase access to health care for Medicaid recipients, Children's Health Plan Plus (CHP+) recipients, and those persons that are uninsured and underinsured, while also working to secure safety net financing.
(10%) Manages communications and contracts of contracted lobbyists on the state and federal level.
Documents issues of concern to the institution.
Creates policy fact sheets, background information, and briefing reports.
Assists as needed in developing guidelines, and internal policies per bills signed into law.
Develops and maintains communication with needed or assigned DH departments, other DH personnel to facilitate and DHHA policies and procedures.
(10%) Coordinate activities at the federal level with members of Congress and Senate and Congressional Staff members, regional federal regulatory agencies and local and national associations.
Maintain a working relationship with Congressional staff via on site visits to Washington DC, correspondence and site visits to DH.
Coordinate and creates authority comment on federal rules and regulations to submit to appropriate federal agencies upon deadline.
(10%) Coordination and design of the annual Government Affairs Agenda plan and the committee meetings.
Coordinates and develops materials for the Government Affairs Committee attended by the Executive and Senior management staff members.
(10%) Staffs other executive staff and Board members as necessary at policy focused events.
(5%) Staff Management Coordinates and develops materials for the Government Affairs Committee attended by the Executive and Senior management staff members.
(5%) Education:
Bachelor's Degree required.
Master's Degree preferred.
Work
Experience:
4-6 years government policy development or related experience in healthcare management, financial, operation or clinical leadership experience required and, 4-6 years experience in dealing with governing bodies and advisory boards required.
Knowledge, Skills and Abilities:
Knowledge of state and federal government and the state legislative methods and procedures.
Working knowledge of the political and legislative processes and ability to analyze effects of proposed legislation.
Expert skill in public speaking; strong oral and written communication skills.
Ability to establish and maintain courteous and effective working relationships with state, federal, legislators and county officials.
Excellent networking skills.
Proficient in Microsoft Office Suite.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
